In this episode we pick up as Teddy Bear Protocol has gone into effect for Casey Marie, the Turtles and the resistance. Still reeling from the attack on the streets, the Resistance floods their tunnel lair in Rock Bottom, and takes refuge on Roosevelt Island, the former hideout of Villain Baxter Stockman.

The team is upset with April over keeping such secrets, and the Chevalier has some plans for the city that reporter Amanda Rose Connor can break the story on, if they can only get back to the surface.
